The purpose of these guidelines is to provide a ready reference for the management of aviation. It deals with operations from the conceptual phase onwards. In doing so it addresses the factors to be taken into account when contemplating aircraft operations, the tendering and contractual process, the setting up of support facilities and the expectations required of our contractors. Most Governments have some form of National (Civil) Aviation Authority, the function of which is to lay down standards and requirements for both the aircraft and the manner in which they are operated. However, Aviation Authorities vary in their effectiveness as well as their requirements and standards, although a good aircraft operator may apply guidelines that are more exacting than legislated requirements. Indeed, even the best Aviation Authority can only lay down minimum requirements; the ultimate responsibility for safety in the air lies with the aircraft operator. These guidelines and the readily available support from Aviation Advisers should assist those responsible for managing aviation, particularly if they are not aviation specialists, to plan, develop and control, safely and efficiently, air transport operations that are best suited to their needs. Please note that this is an update to the earlier April 2007 report (sections 4, 8 & Appendix 5).

Diving Operations involve a unique combination of occupational health and safety issues performed in an unforgiving environment where errors can quickly develop into fatal accidents. Individual risks must be managed if diving is to be conducted in a safe and efficient manner. There are a variety of regulations, standards and industry guidelines that apply to Diving. To provide members engaged in the Oil, Gas, Alternative Energy and associated Activities with a clear and uniform approach to the minimum standards required for managing diving operations, The International Association of Oil & Gas Producers (OGP) Diving Operations Safety Subcommittee has developed this Recommended Practice (RP). It is based upon current experience and industry best practice for preventing fatalities and serious incidents.

It is the first in what will be a series of technical monographs on aspects of the issue of how industry sounds (at all stages in the E&P lifecycle) may affect marine life. The report has been written as a 'primer' to assist the reader in understanding the extremely complex topic of underwater acoustics. While the focus was on risk management within the E&P industry, other industries were invited to participate in the workshop in an effort to identify risk management approaches and tools that could be used within the E&P industry. Accidents and fatalities experienced globally during air operations in support of the oil and gas industry show few signs of diminishing and the long term trend has remained stubbornly constant. At its February 2005 meeting in Anaheim, the OGP Aviation Sub-Committee (ASC)) set a long-term goal of reducing the risks to oil and gas industry personnel transported by air. A reduction in individual air passenger risks of more than 80% from that currently experienced was envisaged, with a target of achieving levels of passenger safety more in line with global airlines. It is recognized that managing risks associated with air operations can be particularly challenging. The airborne environment is unforgiving and hazards can escalate rapidly. However, the OGP ASC believes that identified deficiencies in design and operation of aircraft must be addressed such that the safety performance of oil industry aircraft, designed and manufactured to more recent regulatory requirements and standards, and operated within a well-regulated business framework, can be improved significantly. The recently published Aircraft Management Guidelines (AMG) (OGP Report No. 390) is focused on providing guidance on many aspects of air operations to enable such improved standards to be achieved. However, it is recognized that the AMG was never intended as a contracting document in style or content and that the Safety Strategy is more aspirational in driving forward the work of the ASC. These Recommended Practices are intended to bridge the gap between the two documents and provide succinct requirements which can be adapted easily for use as contracting documents and also become the basis of ongoing audit.

Over the past 8 years, the International Association of Oil and Gas Producers (OGP) has collected environmental information from its member companies on an annual basis. The ultimate aim of this project is to provide a representative statement on the environmental performance of the upstream oil and gas industry. Subsidiary objectives are to provide a basis for individual member companies to compare their environmental performance and to demonstrate the industry’s wish for greater transparency concerning its activities. This will help them to identify better and more efficient ways of operating. Environmental information relating to emissions and discharges is collected under the following five categories: Emissions to air; Aqueous discharges; Discharges of non-aqueous drilling fluids on cuttings; Accidental spillages of oil and chemicals; and Energy efficiency Data are collected annually for each of the categories above, on the basis of a set of definitions agreed by the OGP membership. The definitions are provided via a Users’ Guide that is reviewed at regular intervals and updated to reflect improvements in reporting and to provide additional clarification. Quality assurance is an integral part of the reporting process and contributing companies are asked to provide information on the quality assurance systems that underpin their data submissions. A report of activities in 2003, 2004 and 2005 and summary reports for activities in 2001 and 2002 have been published previously.
